Primary Functions: This is a full-time Springfield-based position. The Business Manager is a key administrative and operational leader responsible for managing the financial, administrative, and business functions of the Illinois Association of Chiefs of Police (ILACP) and its Foundation. This position ensures efficient day-to-day operations, supports grant administration, oversees financial processes, and provides support and reports to the Executive Director, the Deputy Director, the President, and the Financial Committee. The Business Manager plays a central role in keeping the organization compliant, organized, and functioning smoothly. This is a family-friendly position with a 40-hour work week.

Salary: $65,000 - $70,000 based on experience and qualifications.

Primary Duties and Responsibilities:

  • Support daily office operations, including mail, records organization, and document retention.
  • Update Association records, files, and databases
  • Manage all accounts payable/receivable and day-to-day financial transactions for the Illinois Association of Chiefs of Police and its Foundation using MemberClicks and QuickBooks software.
  • Prepare annual budgets in collaboration with the Executive Director and produce monthly, quarterly, and annual financial reports for ILACP leadership.
  • Process payroll twice a month and maintain relationships with the payroll provider, bankers, auditors, and insurance providers.
  • Maintain confidential HR, financial files, and official organizational documents while ensuring compliance with state and federal regulations.
  • Works with external accountants, bankers, and auditors to answer questions and provide information to keep the Association and Foundation compliant with state and federal regulations.
  • Serve as one of the primary contacts for the Stanard testing program and maintain records for the Chief Certification and ILEAP programs.
  • Process monthly grant claims, quarterly financial reports, and budget tracking for various state and federal grants.
  • Helps process membership applications and tracking.
  • Assist members with account questions, payments, and event registrations.
  • Serves as an advisor to the Executive Director and Deputy Director on such issues as budgeting, HR-related matters, and financial planning.
  • Provide administrative and logistical support for ILACP and ILACP Foundation operations, including organizing building maintenance and taking minutes when required.
  • Support logistics for conference, training programs, and annual events.
  • Coordinate with venues and vendors as needed for events and trainings.
  • Perform other duties as assigned by the Executive Director or the Deputy Director.

 

Minimum Requirements and Expectations:

  • Positive personal perspective of law enforcement and its role in society.
  • Associate’s degree, a bachelor’s degree preferred in Accounting, Business Management, Human Resources, or related field, or equivalent work experience.
  • Familiarity with database systems.
  • Excellent organizational skills and attention to detail.
  • Must be a team player and task-oriented.
  • Self-motivated with a strong work ethic.
  • Possess the ability to make sound decisions and work with little supervision.
  • Must be able to pass a background check.
  • Working knowledge of software such as QuickBooks, Microsoft Word, Excel, PowerPoint, and Outlook.
  • Valid driver’s license and availability for occasional travel in the state of Illinois.

 

Physical and Environmental Demands:

  • Primarily an office setting; ability to handle normal office tasks.
  • Occasional travel in Springfield and elsewhere in the state of Illinois may be needed.
  • Ability to lift and carry boxes of supplies needed for conferences and events.
